解決方法は？

コンパイラーは賢くないので、少なくとも1つの if ブロックが実行されます。 そのため annualRate は何があっても代入されます。 ここで、コンパイラに理解させる方法を説明します。

{
    // ...
}
else if (creditPlan == "1")
{
    // ...
}
else if (creditPlan == "2")
{
    // ...
}
else
{
    // ...
}

コンパイラは、if/elseブロックでは、いずれかのブロックが実行されることが保証されていることを知っているので、すべてのブロックで変数を代入していれば、コンパイラのエラーにはならない。

ちなみに switch ステートメントの代わりに if を使えば、よりすっきりしたコードになるかもしれません。
